The Complaints and Investigation Cell of the commission processes oral, written or suo moto complaints received under Section 10 of the NCW Act


The Commission being a Coordinating Agency at the National Level to deal with issues pertaining to NRI marriages formally created NRI Cell in 2009.

The NRI Cell deals with complaints and specific issues related to the NRI marital disputes causing deprivation of women’s rights, such as Indian women who are aggrieved of desertion by NRI/Overseas husband in India, abandonment in foreign land or any other related issues. The NRI Cell coordinates with the concerned Indian Embassies/Missions abroad, Police authorities, District Legal Services Authority, as the case may be, for providing requisite assistance to the complainants, as per the mandate


NCW under Section 10(1) (f) of the National Commission for Women Act, 1990 takes suo motu cognizance of matters where there is:
  1. Violation /deprivation of the rights of women.
  2. Non-implementation of laws enacted to provide protection to women and also to achieve the objective of equality.
  3. Non compliance of policy decisions, guidelines or instructions aimed at mitigating hardships and ensuring welfare and empowerment of women.
  4. Suo Motu cognizance may be taken on the basis of print, electronic and social media or any other information received by the Commission.

This Policy Monitoring and Research Cell is responsible for issues related to socio economic conditions of women and calls for special studies or investigations into specific problems or situations.


The Legal Cell of the Commission reviews the constitutional and legal safeguards provided, recommending remedial legislative measures and facilitates redressal & offers advice to Government.


The Commission has constituted North East Cell to address problems being faced by North East women all over the country and to take special steps for development and empowerment of them. In addition, NE Cell, has been created to enhance the focus on the women of NE and their special problems / challenges, and also to intervene with State and Central Governments whenever required.


Functions of Women Safety Cell
  1. Work relating to Project – Violence free homes set up in Delhi and seven other States including monitoring the working of special cells, release of funds for project execution and institutionalisation and takeover of the project by the State
  2. Monitoring of cases of acid attack and matters relating to payment of compensation in such cases in all States and UTs and providing inputs for formulation of Victim Compensation Schemes.

Formally setup in 2019, WW&CB Cell works on the needs of women-centric interventions to address the most pressing challenges affecting empowering of women at economic, social, cultural and political level. The Cell has been conducting various Awareness programs, Workshops, Conferences, Seminars, Competitions, Legal Awareness Programmes, Gender sensitization workshops, capacity building, women empowerment and personality developments programs, etc for holistic growth of women, individually and also in collaboration with multiple stakeholders.


Functions of Psychiatric and Custodial Homes Reform Cell
  1. Examination of Policy framework relating to welfare, safety, skill development and empowerment of women in custody and also other institutions including Psychiatric Homes.
  2. Preparatory work relating to conduct of inspection of Prisons/Custodial Homes and Psychiatric Homes, etc. as also finalising the report of inspections.
  3. Follow-up action on inspection Reports with all stake-holders for further necessary action.
